
The planning appeal was successful and full planning for the 23 affordable homes was granted.
Providing affordable housing for local people withour public subsidy is a tall order. It requires understanding and assistance from all concerned. The objective at Trecerus Farm is to provide 23 affordable homes consisting of several different 2 and 3 bedroom house types and styles to ensure that a wide spectrum of local needs are catered for.
As we are not a housing association - but still have to comply with government legislation on Affordable Housing - we have had to be innovative in our legal sales structure. So we offer 999 year leases with a small ground rent - but sell our houses at cost. They are normally likely to show purchasers a saving in their monthly outgoings, even taking into account the ground rent of £20pw over the rent on a private property in the area. Major lenders accept this system, and the only obligation which is different from a freehold sale is that the property cannot be sold in the future for a higher percentage of open market price than applied on our first sale of the house. That figure is accessed by two independant chartered surveyors.
The site is located on the edge of the town, 'the gateway into Padstow' close to local amenites such as a supermarket, primary school and doctor's surgery.
Padstow (ancient name 'petrockstow') is a historical fishing town sheltered in the mouth of the camel estuary. Padstow has a wide selection of shops, bars and restuarants catering for everyones taste. Padstow is steeped in ancient history with fishing and tourism now acting as its principal employers.
We anticipate starting construction of the roads for this phase in July 2012. The affordable homes will be completed on a phased basis.
Wherever possible the wishes and preferences of the local people will be taken into consideration during the development.
As no public subsidy is available the occupiers need to be local people who are in employment. But the objective is to help those who are unable to afford the very high price of open market housing in Padstow.
The qualifying criteria is as follows: have lived in Padstow for over five years, lived in Padstow for over 10 years before the age of 16, a Key Worker, ie forces, police, nurse etc, worked in Padstow for over 5 years. If any of the above applies to you, you will qualify for an affordable home on this development.
We have held several public meetings with reference to this development and had discussions with Cornwall Council Housing Officer. We will identify people who have a necessary strong connection with the Padstow parish and comply with government guidance criteria for allocation of affordable housing.
